Methods to Improve Public Personnel Policies Discussed at Gaidar Forum 2017

The 8th Gaidar Forum, a key political and economic event in Russia, takes off in Moscow.

The Forum will host a panel discussion “Attaining Strategic Priorities: KPI and/or Personnel?” held on 13 January by ACIG Group of Companies and Center for Strategic Research Foundation.

Today, the pressing challenge for public administration is to apply strategic priorities for the country's development to daily activities of state and municipal authorities, to transit from instructive management to strategic management. This requires optimization of managerial performance, introduction of effective technologies in public administration and personnel management, refreshment of values by upgrading corporate culture.

The Presidential Decree “On the federal program “Reform and Development of the State Service of the Russian Federation (2009-2013)” introduced objectives of implementing effective technologies and modern personnel practices aimed at improving professional competence, motivation of civil servants and increase in effectiveness of their professional performance.

The panel suggests discussion on how this Decree and other similar presidential and governmental documents are put to practice and what challenges remain ahead. The meeting will highlight current trends in effective human resources policy in the context of strategic priorities; review best Russian practices for introduction of modern technologies in public personnel management.

The panel will be moderated by Aleksey Shipov, a partner of Alliance Consulting, and Maria Shklyaruk, head of the Institutions and Society division of the Center for Social Research Foundation.
