The 20th Anniversary of the Legislative Duma of the Tomsk Region

The Legislative Duma of the Tomsk Region works in one of the most efficient and successfully developing constituent entities of the Russian Federation and this year it celebrates its 20th anniversary. Currently the interests of the region’s residents are represented by 42 deputies, with 21 of them being elected from single member electoral districts, and remaining 21 – in accordance with the party lists. The Duma was founded in 1994. The first Duma was intended to mark the beginning of the region’s legislative system creation, develop and establish the status of the Tomsk Region as a constituent of the Russian Federation along with the system of the state authorities of the region and the principles of its relations with the local government. The succeeding Dumas continued to form the normative bases for state building, budget and tax legislation, social policy, economy and industry. The election legislation was improved too. The special attention was given to the legislative regulation of social relations, the provision of social protection to the Tomsk residents. A lot of attention was given by the deputy corps to the issues of the legislative support of innovative and small business. The Duma implements its activity, while being in a constant contact with the scientific and cultural elite of the region. One of the results of this partnership is the cycle of the scientific and educational events, devoted to the 100th anniversary of the Russian parliamentarism. Within its framework, the educational and tutorial complex "Parliamentarism in Russia: historical experience, issues and prospects" was developed in order to become the important element in the forming system of political education for the Tomsk residents.

The Chair of the 5th Legislative Duma Oksana Kozlovskaya became an ideologist of the innovative development of the region and the laws on investment prospects of the region are thoroughly reviewed under her supervision.
