ACIG takes part in the meeting of the Heads of the AIRR committees.

On September 14-15, 2012, a meeting of the Heads of the AIRR committees took place within the framework of the 4th International Innovation Forum Interra in Novosibirsk.

President of the Republic of Tatarstan Rustam Minnikhanov, Novosibirsk region Governor Vasily Yurchenko, AIRR Executive Director Ivan Bortnik, Head of the AIRR Legislation Committee and Chairman of the Legislative Duma of Tomsk region Oksana Kozlovskaya, Head of the AIRR Committee on Public Procurement of Innovative Products Maksim Shereikin and Director of the ACIG Legal and Tax Consulting Department Yuri Fedukin took part in the meeting.

The central issue on the agenda was the discussion of the new law “On Federal Contract System (FCS)”, which is destined to be one of the key steps towards establishing conditions necessary for stimulating demand for innovative products in Russia, according to Oksana Kozlovskaya. The participants of the meeting noted the importance of including in the text of the draft law such notions as “life cycle contract” and “cost of ownership”, which distinguish the new law on FCS from FZ-94 and entirely change the customers’ approach towards executing procurement.

The meeting resulted in adoption of a joint decision on the need to prepare a final version of proposals on FCS laws within the next week.

The preparation of the law on FCS is a new project within the strategic partnership between ACIG and the Association of Innovative Regions of Russia aimed at systematic modernization of the legal framework towards stimulating and supporting innovation activities as the foundation of Russia’s sustainable development. The key element of the ACIG - AIRR joint activities is promoting development of the Russian regions through the comprehensive use of professional methods and competences of both parties.
