An Open Meeting of the Committee on legislation of the Association of Economic Interaction of Subjects of the Russian Federation "Association of Innovative Regions of Russia" takes place on February 14, 2013

On February 14, 2013, within the framework of the 10th Krasnoyarsk Economic Forum, an Open Meeting of the Committee on Legislation of the Association of Economic Interaction of Subjects of the Russian Federation "Association of Innovative Regions of Russia". The Meeting was held in the form of the round table on the topic "Analysis of regional and federal legislation in the sphere of innovation activity stimulating".

The participants of the Meeting were: Yu.Vasiliev, Head of the Special Economic Zone "Zelenograd"; A.Gan, Director of the Department of Innovation Policy of JSC "ROSNANO"; P.Dvornichenko, Head of the Department of Innovations Development and Scientific and Technological Activities of the Ministry of Investments and Innovations of the Krasnoyarsk Krai; Ye.Zhitenko, Deputy Minister of Education, Science and Innovation Policy of the Novosibirsk Region; A.Zdunov, Deputy Minister of Economy of the Republic of Tatarstan, A.Kachai, Director of the Department of Statutory and Regulatory Support of Innovation Development and Implementation of Special Projects of the Fund for Infrastructural and Educational Programs of JSC "ROSNANO", Member of the Board of the Fund for Infrastructural and Educational Programs of JSC "ROSNANO"; V.Klimov, Deputy Chairman of the Committee on Economic Policy, Innovation Development and Entrepreneurship of the State Duma of the Federal Assembly of the Russian Federation; O.Kozlovskaya, Chairman of the Legislative Duma of the Tomsk Region, Head of the Association on Legislation, G.Margolit, Vice President of the Moscow Interbank Currency Exchange MMVB-RTS; Yu.Fedyukin, Director of the Department of Legal and Tax Consulting of the ACIG Group of Companies, O.Fomichev, Deputy Minister of Economic Development of the Russian Federation; Member of the Supervisory Board of the Association; A.Chuklin, Deputy Executive Director of the Association, Member of the Board of the ACIG Group of Companies; A.Shadrin, Director of the Department of Innovation Development of the Ministry of Economic Development of the Russian Federation.

The agenda included addressing the proposals on improving regional legislation in the sphere of innovation policy implementation and on addressing the proposals on improving federal legislation in the sphere of innovation policy implementation.

O.Kozlovskaya addressed the issue of improving regional legislation using presentation prepared in follow-up of the regional legislation analysis and proposals on its approving.

After the discussion, the member of the Meeting unanimously agreed:

  1. To approve information on the results of the regional legislation analysis, to forward information to the regions - members of the Association, and to the Expert Council on improving innovation policy legislation under the Committee for Economic Policy, Innovation Development and Entrepreneurship of the State Duma of the Federal Assembly of the Russian Federation;
  2. To charge the Association Committee with devising a model law "On innovation activity in the region" and to hold annual monitoring of economic practice of regional legislation application in the sphere of innovation policy.

The opening speech before the second part of the Meeting on improving federal legislation was given by V.Klimov.

Yu.Fedyukin, Member of the Board of the ACIG Group of Companies, commented on the same topic and put forth proposals to improve legislation regulating research activity for practical use (implementation) of intellectual property results.

In conclusion of the second part of the discussion, it was resolved:

  1. To approve proposals on improving federal legislation and submit them to the Expert Council on improving innovation policy legislation under the Committee for Economic Policy, Innovation Development and Entrepreneurship of the State Duma of the Federal Assembly of the Russian Federation;
  2. To charge the Association Committee on legislation to prepare approved proposals on improving federal legislation in the sphere of innovation policy implementation for submitting the approved proposals to the Expert Council on improving innovation policy legislation under the Committee for Economic Policy, Innovation Development and Entrepreneurship of the State Duma of the Federal Assembly of the Russian Federation.

During the Meeting, several proposals were prepared on improving legislation in the sphere of regional innovation policy.
