On April 20 V.A. Tolmachev, Chairman of the Supervisory Board of ACIG, A.Yu. Kuzmichyov, Director of the Department of Management Consulting, and A.S. Shipov, Deputy Director of the Department of Management Consulting took part in the conference “The Issues of Development and Harmonization of the Systems of Technical Regulation. Creation of the System of Technical Regulation of the Customs Union and the Common Economic Space” held within the framework of the annual Russian Business Week. 

Alexander Nikolaevich Shokhin, President of the Russian Union of Industrialists and Entrepreneurs made an opening speech addressing the conference participants, stating that the discussion of the topic of harmonization of the technical regulation system can help practice a lot of mechanisms of the regulatory base harmonization. ‘Creation of the Common system of technical regulation is a compulsory condition for the creation of the common economic space of the three countries,’ Shokhin said.

Vladimir Yuryevich Salamatov, deputy Minister of Industry and Trade of the Russian Federation spoke with the main report describing the problems of ensuring energy efficiency, standardization, and coordination in the field of technical regulation, adoption and harmonization of technical regulations, a system of voluntary certification and ensuring the integrity of the measuring system.

Grigory Iosifovich Elkin, Head of the Federal Agency on Technical Regulating and Metrology spoke about the place and role of standards in the Customs Union. 

In the course of the discussion the conference participants came to a conclusion that development and harmonization of the systems of technical regulation of the Russian Federation, the Republic of Kazakhstan, and the Republic of Belarus make the first step to the creation of the system of technical regulation of the Customs Union and the Common Economic Space.
