ACIG participates in the conference “The National Entrepreneurial Initiative: Roadmaps to a Favourable Investment Climate”

On September 18, the conference “The National Entrepreneurial Initiative (NEI): Roadmap to a Favourable Investment Climate” was held in Moscow. Head of the ACIG Public sector practice Alexey Shipov participated in the plenary session.

The conference focused on the first results of the National Entrepreneurial Initiative (NEI) projects, public instruments for monitoring their implementation and outlook for work on the “roadmaps”, which are due to be approved in October 2012:

  • “Optimizing property registration procedures”.
  • “Optimizing legal entities registration procedures”.
  • “Enhancing the quality of regulatory environment for business”.
  • “Expanding access of the medium-sized businesses to procurement of infrastructure monopolies and companies with public participation”.

Among the speakers and participants at the plenary session were President of the OPORA RUSSIA All-Russian Non-Governmental Organization of Small and Medium-Sized business “” Sergey Borisov, Director General of the autonomous non-commercial organization “Agency of Strategic Initiatives for Promotion of New Projects” Andrey Nikitin, Deputy Minister of Economic Development of the Russian Federation Sergey Belyakov, President of the All-Russian public organization “Business Russia” Aleksandr Galushka, Executive Vice-President of the Russian Union of Entrepreneurs and Industrialists Viktor Cherepov, Director for Regional Development of the autonomous non-commercial organization “Agency of Strategic Initiatives for Promotion of New Projects” Aleksandr Pirozhenko and Director of the Investment Promotion Department of the Russian Chamber of Commerce and Industry Dmitry Kurochkin.

More than 200 people took part in the event: project leaders, members of the NEI’s working groups, representatives of federal executive authorities, experts and entrepreneurs. Following the plenary session, the participants answered the main question of the agenda “When implementing NEI Roadmaps, what is the success probability rate?” by online voting. More than 60% of the respondents estimated the chances of the project as medium or high, and 33% of them as low.

Comments of the Head of the ACIG Public sector practice Alexey Shipov are as follows:

“The key factor of improving the life quality of our country’s residents is providing favourable conditions for business. Therefore, implementing measures aimed at improving investment climate is now of crucial importance. At the moment, a large-scale work is being done in this area in compliance with the vector of development, specified by the RF President,:  comprehensive projects are implemented, aimed at simplifying, accelerating business procedures which are currently in force on the territory of the Russian Federation and reducing their cost .  These are the projects that underlay the “roadmaps”, designed within the framework of the NEI, and that are viewed as an opportunity to increase inflow of investments to the country’s economy. 

However, relying on experience, ideas and equal input of all parties concerned: officials, entrepreneurs and public experts, is a prerequisite for success of all such initiatives. I am glad to state the fact that preparation and implementation of the “roadmaps” is performed in this very symbiotic format. The best confirmation of this point is Sergey Belyakov’s phrase: “The time, when officials and businessmen hated each other, is gone”. This is exactly why I was among those participants at the conference, who voted for high chances of success of the NEI roadmaps

I am sure that quite soon we will witness positive results of the work on the “roadmaps”, which will be reflected in the improved status of the Russian Federation in world investment attractiveness ratings”.
