ACIG participates in the working group meeting on legislative initiatives in innovation policy

On October 12, 2012, the working group meeting on legislative initiatives in innovation policy presided by Sergei Naryshkin took place in the State Duma of the Russian Federation.  Yury Fedyukin, Director of ACIG’s Tax and Law Consulting Department, participated in the meeting.  

One of the items on the agenda was regional law-making problem, caused by limited regional draft laws on innovation solutions. The legislators suggested creating working group with participation of the deputies of the chamber and representatives of the Association of Innovative Regions of Russia, able to lend support and cooperation in promotion legislation initiatives aimed at modernizing economy and forming market of high-tech products and services in Russia.

According to Sergei Naryshkin, “Innovation sphere is very sensitive to institutional business conditions”, thus priority goal of the working group on law-making initiatives in innovation policy is providing entrepreneurs and investors with efficient instruments for implementation of innovation projects.

Dwelling upon law-making component, the Chairmen of the State Duma remarked, “Important draft law “On federal contract system of procuring goods, works and services” is underway for the second reading. Considerable monetary funds, spent at the expense of state budgets of all levels, are to stimulate innovation growth. This is a high-priority task. ACIG experts in cooperation with the AIRR prepared amendments to the project, enabling implementation of mechanisms of government demand for innovation products. The same goes for the passed law “On the Promising Research Fund”.

Within the framework of the meeting agenda, First Deputy Chairman of the Committee on Science and Science-Intensive Technologies Vladimir Kononov, Chairman of the Committee on Science and Science-Intensive Technologies Valery Chereshnev, Chairman of the Committee on Budget and Taxes Andrei Makarov, Chairman of the Legislative Duma of the Tomsk Region Oksana Kozlovskaya and General Director of the State Fund for Assistance to Small Innovative Enterprises in the Scientific and Technical Area Ivan Bortnik.

Solving problems, defined at the meeting, is an important component of ACIG and AIRR’s joint efforts aimed at Russia’s sustainable regional development through professional techniques and competences of both parties.

As monitoring the existing legislative base is of crucial importance, the participants of the conference outlined specific plans and format of the working group in their reports. The legislators have planned holding meetings of the working group, performing law project work, preparing information and analytical materials, as well as discussing current tasks within the framework of public events, such as the Forum “Open innovations” and the Gaidar Forum. ACIG experts are planning to participate in all these events.
