Members of the Board of ACIG Group of Companies take part in the meeting of the working group on legislative initiatives in innovation policy

On December 4, 2013, Chairman of the State Duma of the Russian Federation Sergei Naryshkin held a meeting of the working group on legislative initiatives in the state innovation policy. Heads of executive authorities, State Duma deputies and experts in innovative development strategies implementation, including the representatives of the ACIG Group of Companies Yuri Fedyukin and Anton Chuklin, took part in the meeting.  

In his opening address the speaker noted the importance of analyzing enforcement of the law on the reform of the Russian Academy of Sciences. "The results of the domestic science are one of the national priorities", Mr. Naryshkin said. The reform’s key task should be to increase the input of the research sector into the real sector of the economy. Besides, according to the federal budget for 2014-2016, effective use of the financial funds for knowledge-intensive industries should be insured.

Discussing stimulation of innovative activity development, the speaker underlined that this topic was one of the priorities on the agenda of the RF Government and the State Duma. Deputy Chairman of the State Duma Committee for Science and High Technologies Vladimir Kononov spoke about the two key models of innovative activity in the constituent entities of the Russian Federation. The first one is based on sustainable development of the regional innovative potential, while the second one provides innovative growth in the research and education sector.

As part of the program on the establishment of a single regulatory base for innovative activities in the region, the Report on the State of Legislation in the Field of Innovative Activity in the AIRR Regions has been prepared with the support of the AIRR Committee on Legislation and the Department of Legal and Tax Consulting of the ACIG Group of Companies. "The report contains analysis of best practice in legislation on innovation. The further step will be the establishment of the model regional law on innovation policy", Yuri Fedyukin underlined.
